Notification of Force Majeure for Dow Polyurethanes MDI Products

Dear Valued Customer:

As Hurricane Harvey has an unprecedented impact on the Texas Coast, Dow sites across the
region continue to monitor the storm and its impact on local needs, including infrastructure and
logistics. Our number one priority continues to be the safety of our employees and the
communities in which we operate. Additionally, we remain committed to doing everything safely
possible to maintain operational continuity and minimize service disruptions to our customers.

At this point in time, due to impacts from Hurricane Harvey beyond our reasonable control, Dow
Polyurethanes, a business unit of The Dow Chemical Company (“Dow”), is declaring force
majeure for all MDI products, including, but not limited to, the following products: PAPITM,
ISONATETM, ISOBINDTM, VORACORTM, DELTA-THERMTM, DURELASTTM,
ENHANCERTM, HYPERLASTTM, SPECFILTM, SPECFLEXTM, TERAFORCETM,
VORAFORCETM, VORALSTTM, VORALUXTM, VORAMERTM, and VORASTARTM.

We are allocating available product on a fair and reasonable basis, and we will continue to
monitor and adjust our allocation of available product as the storm progresses and product
availability evolves.

We apologize for any inconvenience or interruption this may cause in your own production
operations. We sincerely appreciate your patience as we work to safely manage the current
situation. We are committed to keeping you informed as our current situation develops and to
restoring our contractual supply commitments as quickly as possible.
